OScAR alarm and notification server

What does it do?

OpenScape Alarm Response (OScAR) is an alarm and communication server that distributes alarms and information reliably. The trigger can be a phone call, a nurse call system, a fire panel, a contact input, an e-mail or an SNMP message. OScAR calls people and groups in parallel or in sequence by voice message, text message, e-mail or SMS, waits for acknowledgement, moves to the next person if there is no answer and, if needed, joins the people involved in an automatic conference.

The server connects to the PBX through a coded trunk with direct dial-in (DDI) and appears to the PBX as a subsystem with its own numbering plan. The connection uses SIP-Q, SIP or CorNet-NQ; it works with OpenScape 4000, OpenScape Business, OpenScape Voice and HiPath 3000. On OpenScape 4000 an alarm call can intrude on a busy line and override call forwarding and do-not-disturb.

There are two product lines: OScAR-Pro for large and complex scenarios, which can be installed as a redundant cluster, and OScAR-Eco, a browser-managed server for standard alarm tasks at small to mid-size scale. Both are Mitel OEM products based on tetronik DAKS.

Which scenarios?

Hospitals: nurse call and emergency team

A patient call reaches the nurse's DECT or WLAN phone as a message, with call-back to the room. When the emergency number is dialled, doctor, security and technical staff are joined automatically in a conference.

Lone workers

Deliberate alarm with the emergency button; automatic alarm with man-down and no-movement (M3 Plus, M3 Ex Plus, WL4 Plus). The alarm is sent with the location derived from the base station.

Mass notification and crisis communication

Voice and text messages to hundreds of people at once during an evacuation, hazard or crisis. Acknowledgements are tracked.

Escalation and on-call chains

On a fault or alarm, the call list is worked through until the required number of people have acknowledged. On-Call Management decides who is called according to the duty roster.

Building services, energy and production

Fault messages from the fire panel, building automation, SCADA or contact inputs reach the technical team by phone and text; ESPA 4.4.4 and ESPA-X interfaces.

What is an alarm server?

What is the difference between OScAR-Pro and OScAR-Eco?

OScAR-Eco is a compact, browser-managed device for standard alarm tasks; the 100 model offers 5–10 and the 200 model 5–30 parallel channels.

How is a nurse call system connected to the phones?

The nurse call system connects to OScAR via an ESPA 4.4.4 serial port, ESPA-X (LAN) or a contact input. OScAR forwards the call as a text message to the responsible nurse's DECT or WLAN phone; the nurse acknowledges the message and can call back to the room. If there is no answer, the call is routed to the next person.

How does a lone worker alarm work?

Staff carry an M3 Plus, M3 Ex Plus or WL4 Plus phone. Pressing the emergency button starts the alarm deliberately; man-down or no-movement detection starts it automatically. OScAR sends the alarm to the team with the location derived from the base station and signal strength, and keeps escalating until it is acknowledged.

How many people can a mass notification reach at once?

The OScAR-Pro broadcasting module supports up to 2,000 groups with up to 8,000 subscribers each. 20 broadcasts run simultaneously, expandable to 40. How many people are reached at the same moment depends on the number of parallel channels installed; OScAR-Pro 400 goes up to 500 channels.

Which PBXs does OScAR work with?

OScAR works with OpenScape 4000, OpenScape Business, OpenScape Voice and HiPath 3000 over SIP-Q. On OpenScape 4000, with a CorNet-NQ connection, an alarm call can intrude on a busy line, override call forwarding and do-not-disturb and send multi-line messages to the display of HFA phones.
